What is the best WordPress hosting on a budget?

I have been working with the web since way back in the days. I have developed and built different websites with various CMSs like WordPress, Joomla, and others. Before that, I did use website builder tools that generated static websites. The demands on web hosting nowadays have changed a lot. Especially if you want to sell products or services online your website really needs to have high availability and be fast. Online customers do not wait around for your website to load.
